The configuration parameter WebUrl is used both by the web application and by the windows service e.g. for workflow and for generating links to emails. Windows service does not have a link to the web. Therefore, it cannot get the url by itself. You may also want to create links in a different format than address that is used by user - e.g. FQDN instead of a simple server name without domain name in url.
